A) The fuel pipe is blocked
B) Fuel pump failure
C) The fuel filter is dirty
D) governor spring adjustment / improper assembly
E) Injector malfunction or incorrect injector type
F) Fuel tank ventilation is blocked

Approach:
A) Check / replace the fuel line
B) Check / repair oil pump and replace if necessary
C) Replace the fuel filter
D) Adjust / replace governor spring

G) Discharge air from the fuel
H) Replace the air filter / Make sure to install the correct air filter for the model
